In reply to whether to read/write/both, most certainly both. The key for writers is this: write often; read broadly. Writing is obvious - make a story, finish the story, repeat. Reading is critical though. Devour all fiction - good and bad fiction. But also non-fiction! A writer NEEDS a healthy versing in philosophy, sociology, psychology, theology, sciences, and other humanities. The larger a writer's personal knowledge base, the stronger they are, and the stronger their writing will be.
