I think great villains are always ones who think they are genuinely in the right. Umbridge thought her horrible teaching methods were helping the poor ignorant children and that the Ministry's tyrannical methods were great, and Joff thinks of himself as an amazing king who deserves to be obeyed. The villain is always a hero in their own eyes.
